When clicking in the Developer Utilities, sometimes the COAPI Tools (menu items) show first (forcing the "types" tools to load and often causing CF errors and slowing the server down). The reason is because both the "application" and "coapitools" menu listings have the same sequence numbers and it appears to be first-come first-served (or luck-of-the-draw). The only fixes (that I could find) were to either restart CF or correct the XML file to have incrementing sequence numbers (clicking the checkbox to update the webtop had no effect). I chose to just fix the XML file :).
